When would the student need to pay his/her tuition fees? How and where should they pay it?

When would the student need to pay his/her tuition fees? How and where should they pay it?

Students who are enrolled for the first academic year must pay their tuition fees to us before leaving for the University in Russia/Ukraine.

For subsequent years, tuition fees must be paid prior to beginning of the next academic year at the University. Students may choose to pay, in cash, directly to the University in Russia/Ukraine. But, to avoid carrying large sums of money to Russia/Ukraine, students are advised to pay their fees through us (via bank-draft), and we will then transmit the fees to the University.

Incase the fees are not received by the University within 3 days of the student arriving in Russia/Ukraine, the University would be unable to register the student with the local immigration department and he would be issued an exit visa to return back to India, a process which takes around 10-14 days. Till such time, the student would need to stay in one of the hotels, which would cost him around US$ 50-150 per day.

Will the University refund the fees incase the student is unable to complete the course incase of home sickness, expulsion, sickness etc?
You would need to appreciate that the University makes all arrangements to receive the student once the student is admitted to the University. This would include the study material, hostel arrangements etc. Therefore, once the student reports to the University and joins the same, the University regrets its inability to refund any part of the educational fees and other expenses paid by the student. Incase a student comes back to India for health reason; an application could be made to the University to hold the fees in credit so that the student could join in the coming semester. However, this discretion is entirely that of the University and NEC regrets that it would be unable to influence the same.

Where can I obtain foreign exchange for my studies in Russia/Ukraine and do I need to obtain permission from the Reserve Bank of India (RBI) for the same?

How much money would a student require to stay in Russia/Ukraine?
Generally a student could stay quite comfortably requiring around US$ 50 - US$ 200 per month. This figure is approximate and would differ from city to city; person to person based on his / her spending habits.

What about daily living expenses? How much would a student need each month?
Living in Russia is quite affordable although the cost of living differ from city to city; the most expensive being in Moscow. For living expenses, students are recommended to set aside about US$ 200-300 per month for personal needs in Moscow/St.Petersburg. Other cities may require less expenditure; for example in Krasnodar and Rostov-on-Don, US$ 50-100 will be sufficient.Cost of living in Ukraine is cheaper comparitively.

As Russian institutions have a statutory obligation to provide students with hostel rooms the accommodation costs are included in the tuition fees. Rooms are shared with one or two other students. In case a student decides to stay outside hostels, then an average monthly rental of US$ 30-50 on sharing basis towards such accommodation would suffice.

What is the best way for the parents to send money to their child for their living expenses?
Students can withdraw money through ATM machines in Russia/Ukraine if they have a savings account in India which has a Global ATM card that is on the VISA ELECTRON, CIRRUS, MAESTRO or PLUS network. Cash passport cards issued by foreign exchange dealers like Thomas cook could also well serve the purpose of sending money to Russia/Ukraine. Money deposited in the saving account/cash passport account in India will be available for withdrawal in Russia/Ukraine the next working day. Depending on the ATM machine, US dollars or Russian rubles/Ukrainian lyrinvyas can be withdrawn. There will be a transaction fee associated with each withdrawal; you are advised to check this with your bank.

Spending pattern of the students could be very well monitored online incase of cash passport cards which will curb lavish spending.
